The Honorable Joseph James, President Judge for the Common Pleas Courts has sworn in William P. Mullen as Sheriff and Joseph A. Rizzo as Chief Deputy in January of 2008 
Sheriff Mullen, a 37-year veteran of the City of Pittsburgh Police, most recently served as that Department’s Deputy Chief before joining the Sheriff’s Office.

Since taking command of the Sheriff’s Office, Sheriff Mullen has:  

  • Enacted a new procedure in the Firearms Division. It is now possible to mail in or e-mail Applications for a Carry License in lieu of the initial trip to our Photo Center... saving  tax payers valuable time and parking cost for the Carry License Procedure.

  • Directed and implemented a more efficient re-organization of the Sheriff’s Office.
             

  • Purchased new radios and tasers for deputies at no cost to County taxpayers. 
        

  • Purchased wheelchair accessible, emergency vehicle to transport handicapped prisoners at no cost to taxpayers.  This will provide a savings of over $50,000.00 in private ambulance services.  

  • Obtained a bomb-sniffing dog for County Court facilities at no cost to taxpayers.

  • Established a dead-beat parents website listing the County’s top offenders owing child-support.

  • Automated purchasing transactions for transportation expenditures to provide for a more accountable, accurate payment system, and eliminating the use of cash payments by deputy sheriffs.

  • Reduced the Sheriff’s Office fleet of unmarked vehicles and the number of office issued cellular phones.

  • Established Deputy Sheriff of the Month program to acknowledge outstanding service to the public by a deputy.  

  • Installed laptop computers in Sheriff’s Office vehicles to automate systems and provide the most efficient service of civil process at no cost to taxpayers in 2007 and for 2008 added Global Positioning Systems to the Writ Division Cars at no cost to the Tax Payers.

  • Requested no salary increase for himself, the only sworn employee of the Sheriff’s Office not to receive a pay raise.

  • Put into place the Allegheny County Sheriff’s Office Mortgage Foreclosure Hotline at 412-350-4704 Available daily Monday thru Friday (except holidays) between the hours of 9:00AM and 11:00AM and from 1:00PM to 3:00 PM
